Dallas ISD (the first major urban in the US to do so) began posting in November 2006, with Spring Branch ISD in the Houston areathe first major suburb to post, then Houston ISD the following spring. Now there are over 400 Texas districts online, including all but one of the state's "Big Eight": Houston, Dallas, El Paso, Corpus Christi, Fort Worth, San Antonio, and Ysleta, with Austin ISD the lone holdout. It's notable that all of this is voluntary; although some districts qualify for a few extra SchoolsFIRST points, again and again district leadership say they're becoming more transparent for the best reason of all: because it's the right thing to do.
education entities doing business in Texas, plus $7 million to The Association for the Advancement of Mexican Americans/AAMA) to several hundreds of millions to school districts ($744 million to Houston ISD and $654 million to Dallas ISD) in 2009.
Says Robert Scott, "I am proud of the leadership at the many Texas school districts who have chosen to place their financial records online so that taxpayers can see where their dollars are being spent. It is my hope that more Texas school districts will provide this transparency and open their books for public review." Under his leadership TEA also provides some of the most detailed spending and other financials of any state; for example, Austin ISD spent $11,153 per student during 2007-08, and Edgewood ISD, the lead district for decades of so-called equity lawsuits by the Mexican-American Legal Education Fund spent $12,462 for the same period. Grassroots momentum. Although when we started asking districts to voluntarily post in October 2006 there were only a handful of Texas school systems posting checks on district websites -- and, hard as it is now to rememember way back then, online check transparency for public schools was a brand-new idea -- a groundswell quickly developed and

After that try the "district information" page, something close to that description. If you still haven't found your district's checks, a third place to try is your school board's agendas; often where districts have gone to paperless board packets the checks are included as a link, many times as a line item on the consent agenda. Three more variables First, I myself am still finding new places. My local Llano ISD supe put checks for a time on his own page, the only supe I've found so far to do so in the entire nation. Second, please keep in mind that like the rosters this is fluid information. In addition to changing their minds about where to put their checks, districts are also always in the process of refining their websites. Third, if the district is paying for TASB's BoardBook software or for BoardDocs, online check registers are a free feature, and can usually be found in the agenda packet for the most recent regular board meeting. +++++++++++++++++++++ About Texas districts Some you see here have links that don't work; that's because we've cut them some slack. For example, Happy ISD doesn't list the checks currently but has a placeholder on their business page indicating that the checks are on the way. In other examples, sometimes districts like Dallas ISD experience temporary technology challenges. Remember, this is Texas, the Friendly State. |

To her credit, superintendent Johnson has voluntarily posted FWISD's checks online.

BROWNSVILLE ISD, recipient of the $1 million Broad Prize for 2008--the same week it was announced BISD failed to make AYP--actually received the equivalent of 384 Broad Prizes during 2006-07 from Texas and U.S. taxpayers as a $384 million gift. Is BISD a good steward of those monies? Only if you consider an 8-person TV studio (KBSD) wise use of other people's money. What about BISD's 6-person PR department? Is it necessary to have a PR team to trumpet your "good news" in order to win the Broad Prize? Is it equitable for one of the so-called Robin Hood recipient districts to have such luxuries as a TV studio and PR department when donor districts can't afford such luxuries? FAST FACTS: BISD's 2006-07 total receipts/all funds spending per student: $12,488. QUESTION: If BISD is serious about fraud, waste & abuse why aren't Brownsville ISD's checks online? LEFT: Thanks to one judge's decision in Plyler v. Doe, and U.S. authorities' unwillingness to safeguard our own borders, Americans are forced to pay for education & social services for millions of illegal immigrants--including how many at Brownvsville ISD?

Governor Rick Perry (L) and Commissioner of Education Robert Scott
Citing the need for Texas students to be educated in accountable public schools that graduate students who are college and career-ready and have jobs available to them, Gov. Rick Perry signed Executive Order RP 47 on August 22, 2005 which called for at least 65% of education dollars to be spent in the classroom. Less than two years later, ahead of any other state department of education in the United States, the Texas Education Agency's then-deputy commissioner Robert Scott (laterappointed full commissioner by Gov. Perry) put the Texas Education Agency's check register on

Texas is not immune to difficulties; while we can be grateful for our strong economy thanks to robust state character and strong leadership, we have not been without our challenges, with some preventable--such as the feds' failure to secure our southern borders--and others, like Hurricane Ike, acts of God. Recovery in the area has been as remarkable as its citizens.
